What’s this lever do?? Cat 941b

What is it should it be up or down? Seems to have linkage going across transmission.

    That is your parking brake lever. Push the center brake pedal down with your foot and then, while holding the brake pedal down, flip that lever down. It , if working correctly, should hold the brake pedal down. To release, push the pedal down and raise that lever to the up position. Don't feel bad, when I bought my D4E I drove it with the break on for 1/4 mile before I found the lever.
