Just bought a used chipper for my 279D cat skidsteer. Is there a way to operated the chipper without having somebody in the skidstee cab?

Sure, have to bypass a couple of safeties though.
Have you checked the operators manual. Some machines have a procedure for operating auxiliary hydraulic equipment with the operator outside the cab.
I run my Bobcat T770 on occasion as a hyd power source. Couple to the Aux circuit, parking brake switch "ON" , seat bar down. Press the Press To Operate and Aux Hyd buttons. The trigger the constant flow switch. When done trigger the constant flow switch and raise the seat bar.
