The only way to remove the fuel tank from a Bobcat is removal of engine and pump frame. How have you determined there's a hole in the bottom of the tank?

piece of rebar went through the only hole in the skid plate and pierced the tank

Holy Crap! Wow, sorry about such "darn the bad luck" gord@althebest. As I stated, only way to pull that tank is pull the engine and the pumps. Sorry about your situation.

Yep. There's only 4 bolt holding the engine and pump frame in the machine. Of course, the two at the rear, visible when you open the rear door, are easy to get to. At that point, you've completed pretty much all of the "easy part". You have to raise the cab to access the front mounting bolts, and plenty of curse words are required. Hose connections to pumps must be disconnected as well as the links from the drive levers, fuel line, coolant, electrical, and throttle connections at engine. Remove the muffler/exhaust to give you a little room to get an engine hoist in there to grab a hold of the lump of iron to pull it out, add curse words as required. Good luck.

If you're not cursing to bad, how about a bunch of pictures of your project?
