2015 Wacker Neuson BS70 -2i Won’t Start

I have spark to a new plug , fuel but it won't fire. The compression is 115 psi. It's a 2 stroke which I haven't any experience with. I tried starting fluid but it won't even pop. Any ideas ? Denis

    I should add , It's a trench compactor , jumping jack. Denis

    I would try another spark plug.

    I was getting too much fuel . When I tried starting it the fuel was running out of the muffler. I rebuilt the carb and now it starts on first pull . Maybe the needle valve was stuck open .
