I have notice then pushing dirt up a 35 degree angle that the dozer oil psi drops to zero then come right back when level, is this normal? oil level on stick seems ok, i could maybe add a extra quart so it read to top line fully,

Mechanical gauge or electrical gauge ? Any chance it has the wrong length dipstick. One way to check it is drain the oil and replace it with correct amount of oil the engine requires and then look at the dipstick reading. I ran into that situation once when I was running a service truck.
