5 ton thwaites dumper wont start

Hi All The dumper will just not crank over?? New battery fitted Starter motor ok Power to starter motor and to ignition key Still nothing, can anyone help or have any ideas ? Is there any safety sensors stoping it from starting Thanks

    Check push to reset circuit breaker on dash, continuity through normally-closed contacts on forward-neutral-reverse lever/switch, neutral start relay under dash.
