580B Clutch adjustment Pedal/spool/shuttle

The farm I work on recently drug home a 580B that runs but doesnt move. This would be the shuttle twin disc variety with the 4 speed. Thus far, fluids have been changed and 2 shims (0.0209 and 0.0418) have been added to the clutch pressure regulator valve and still cant reach 150psi for port C on the power shuttle control spool. The service manual does not state how many shims can be added, just to "not collapse the spring" fully. Does anyone know how many shims or the total length that would collapse the spring? With the 2 in currently, it did move forwards and backwards but at 2500+RPM and just barely crawled, though more movement than it has seen in 10 or more years. All new gaskets between the shuttle spool and torque tube plate and have pulled the pickup tube to find no debris or issues with the screen. Lastly, per the manual, the clutch spool should have 3.575" between the cam follower and the first bolt (see attachment) for the spool and there is no scenario where I can achieve this much space. At best, by rotating the cam bolt, it's a 1/4" short. Would this cause the pressure to be low at port C or are we possibly looking at replacing the clutch packs? Thanks in advance.
