First I would check the hand throttle next to the seat on the left hand side, should be all the way to rear = low idle, may have been moved or bumped forward. Check to see with out engine running that the idle screw is resting on the stop, on the injection pump, this will also tell if there is a linkage issue or the screw and nut have tightened up causing a high idle issue. Check the foot throttle to make sure it returns, could be a weak spring or broken spring, shaft issue, rock, mud, rust. You can pull the floor board up and get a good look how it works, then when all else checks out, it may be a pump issue to deal with. I have seen many pulled down just because of a return spring, hand throttle, clevis pin hole beat out, ball joint. The pump will not be a simple fix, I send mine off to be rebuilt and flowed most of the time.

Remove the top cover and free-up the metering valve.. shouldn't have to pull the pump for that, unless you don't have the room.. Once you get the cover off[3screws] look for black pieces of rubber inside the corners of the hsg..if they are found, the pump needs a "flexring" and the pump should come off..

took the top off found pieces of metal something came loose inside The gov ring that holds the weights is bent that must be what broke the housing if i had a new gov ring i could still use the housing

Classic example of a broken weight retainer..They make an updated version that no-longer uses the flex ring and is recommended, but some folks don't want to spend the extra 60.00. I think the P# is 29111 and a gasket kit is 24371 but your going to have to provide your seller with YOUR PUMP # so they can "scribe" the correct timing line on the new weight retainer. BEFORE YOU PULL THE PUMP..TIME IT... There are SEVERAL "decent" tutorials on how to do it but I dont recommend it.. Give me a shout if I can help..TPG

You SHOULD line up the LINES in the window before removing the pump and then the "dot to dot" when reinstalling. IF you don't line up the lines, you still have about 10-20* of pump timing to fool with.[slots in pump flange]
