Asv Rc100 skidsteer lift arms raise really slow

I have a 2011 ASV RC100 skidsteer that the arms raise very slow. The tilt and lower functions work normal just the raise is slow. If you tilt while raising it speeds up to normal but as soon as you run out of tilt it goes back to moving slow. I have tested all my pressures and they are in spec. I have pulled apart the loader control valve and checked the spool and it seems to fine. I replaced the joystick with a known good one with no improvement. I have also replaced both lift cylinders. nothing seems to be wrong other than the arms move lift slow. I am thinking its a flow problem somewher in the loader control valve. Has anyone else had a problem like this
