If you are in the US, liens and such are generally recorded in the County where the owner of the equipment resides. County records are usually searchable online; if not, can go to the County Courthouse and do a manual search. Unfortunately it’s not a foolproof method if the lien was recorded in another jurisdiction. That’s why the sale paperwork (Bill Of Sale) should require the seller to attest that there are no liens or encumbrances.
