Buying parts in the USA

Im from Russia. We have prices for parts approximately 2 times higher than in the U.S. market and there is almost nothing on stock. When I want to buy parts from USA - oficial dealers tell me - go to your local dealer. Komatsu and CAT oficial parts stores do not allow registering anybody not from USA or North America...
