Cat 385b boom drift reduction

trying to trouble shoot a 385B (rcd prefix). the machine operates fine but if you stall the bucket in all the way and try to boom down it will not(its tricky to recreate but it happens to the operator a few times a day), you have to boom up after this to get it to boom down, i assume its because theirs now pressure on both sides of the drift reduction valve. i have voltage to the solenoid during boom down function and i replaced the solenoid. so what would cause pressure to not escape when stalling the bucket

    i presume oil is not draining from from the spring chamber 2 when stalling the bucket

    to clarify it happens to the operator randomly a hand full of times during the day with no pattern that he has noticed. i can recreate the complaint by booming up and stalling the bucket all the way in and then try to boom down and it wont until you boom up slightly and then it will boom down
