Grading company has 700J s/n 134250,sometime you start and it with throttle and some times no throttle. IN controller screen read PARK and dose not change when park leaver is moved, sometimes service code light comes on and will throttle and not move, did find one code of F3PB in controller window

Check your code again. The codes that have letters are in either a "Letter/Digit/Letter/Digit" format, or a "Letter/Digit/Digit/Digit" format. Maybe post a picture of the code.

    maybe code F3P8

F3B8. That would be the decel/brake pedal sensor calibration voltage is too low. The decel pedal needs to be adjusted. The voltages can be viewed in the controller's diagnostic menu. The sub menu choice for actual voltage value will be Decl. The calibration limits will be labelled DecH, DecB and, DecL. The readings you will see will be millivolts. Just put a decimal point after the first digit and you will have volts. With the pedal all the way up, it should be 1.4 - 1.55 volts With the pedal down to the first stop - 3.4 - 3.6 volts With the pedal all the way down - 3.79 - 3.99 volts You might have to perform a calibration after adjusting the pedal.

So this code is for a pedal issue and it's the problem with the hand throttle not working at all after a key off and restart?

I assume there is a sequence to go thru to get the controller to display the decelerator pedal values?

Press MENU on the TCU until DIAG is in the screen. Press SELECT. Then press NEXT until you get to the item I mentioned above.

I also had a similar problem with my cat 700J off highway equipment, i purchased one of them Truckscanners and i was able to preform all sort of diagnostics including parameters

After removing the cover and starting the engine, this is all I get and will not scroll with the menu button, and screen reads PBrk and will not rev with hand throttle control

Screen shows this voltage but at battery with digital meter shows 27.2v at idle

Park brake statue changes on dash light but dose not change on controller

If you can scroll in the TCU with the engine off, find the battery voltage under diagnostics and report what shows in the display vs what you have at the battery. Try starting it when you are in there (I think it will kick you out of DIAG when starting) to see if the voltage display remains and report the voltage. Is this an open ROPS machine, or a CAB?

    CAB

i would buy diesel diagnostic laptop like i said makes it much easier to find the problem https://truckscanners.com/product/diesel-diagnostic-tool-cf-19-kit/

Tried to post video, wouldn’t post, tried without it running stuck on PBrk and won’t scroll Is this leading to a faulty module or a software issue

Typically, when you have a voltage higher on the TCU's display than measured at the battery or alternator's output, coupled with the inability to change the display with the buttons, then you have a defective TCU that needs replacement. The fact you have high voltage in the monitor display is bothering me, only in that I cannot find where the monitor gets its voltage information. Is it over the CAN from the TCU, or is internally? What voltage do you measure at the alternator output with the engine running? At the battery supply wires at the TCU and at the Monitor? Do you measure AC voltage at the alternator output with the meter set to AC?
