Kamatsu D21P steering problem

I have a kamatsu D21P dozer with steering problem I changed the clutches on both sides and now it doesn’t want to steer. Any suggestions out there? Pistons are working on the actuator but doesn’t seem to be putting enough pressure to release the clutch

    Did you adjust them properly

    Tried all the adjustments seems like there’s not enough pressure on the steering plungers. Got 385 psi coming out from the back of the valve body but it doesn’t seem to be pushing the plunger enough. The plunger is moving freely and making contact with the actuator but doesn’t seem to have enough pressure to release the clutches

    Is there a pressure relief in the valve body that could be not working properly?

    I worked on a D65 that had a little piece of metal in the control valve and it did that. do you know what the pressure is supposed to be and can you check it at the actuator

    Are the brake bands engaging? It should turn slightly with the clutches released, it will not lock a track up or make sharp turns if the brake bands are not engaging.
