Komatsu PC270 – No throttle for operation

I start engine, pull lever to engage hydraulic, move any joystick and no throttle for operation. Please help.....

    check the engine speed sensor-had one fail-no codes-found no input for engine rpm on monitor-checked resistance in sensor-failed-machine defaulted to a low idle setting
