If you are handy with tools you could trash the rotary valve and convert it to a normal 2 cylinder swing assembly.

what i would like to do after fixing top seal for leaks.i would like to fill bottom spine will something to remove spline wear.Got any experience with loctite 660 or equivalent?

Loctite 660 is recommended for spline repair but I wonder if it could be spray welded and finished back to original size. It may leak because the shaft is worn. I have a similar rotary swing cylinder on my Cat backhoe that leaked because the seal wore a groove in the shaft. It was spray welded and turned back to size. The spray welding may have been a higher hardness as well. Thankfully the large O-rings and seals were available and the vane seals were in good shape and could be reused. The vane seals weren't instantly available. Cat parts said check with dealer so maybe a dealer somewhere had them. This was for a Cat cylinder which has much better support than an older ** cylinder. There is a very recent thread with pics. of an MF50A that someone converted to 2 cylinder swing. Apparently Minn Parr had the last complete rotary cylinder but maybe still have some parts. The rotary cylinder was made by Cessna. There is/was a video on YouTube showing how to rebuild an ** rotary cylinder. Maybe it's still up.
