Is hyd. oil full? Are there any leaks? Is the pump turning? Is the control valve going full stroke? You need to give a little more background on how the problem developed in order to get advice on how to fix or at least troubleshoot it.

Yes some better background info would help. Like did this problem develop over time or did one second it was working fin and the next it would not move? What were you doing with it the last time it was working? Were you trying to lift something too big when it quit? Not having a schematic of the hydraulic system handy, does the pump that works the lift arms do anything else like the steering? Will the bucket roll back and to the dump position? If the bucket does roll back and dumps then I would rule out the pump. In that case I would be thinking one of two things: First something failed in the control valve like the pressure relief valve, but then that might cause the tilt to be effected too depending on how the valve is designed. Second thought would be a failure of packings in one or more of the lift cylinders. I have ideas on how to check for that but not sure I want to say how! It could be very messy if you don't have some spare hoses to use for the test!
