Is that a typical formed sheet metal bowl that clamps onto the bottom of the filter, so you can easily remove and clean the dirt out? Just get it completely clean, then decide if you want to solder, braze, or Jbweld/epoxy it. When they sit condensation drops to the bottom of the oil, and works on the steel until it rusts holes, so epoxy coating the whole lower part would be a way to prevent future issues. Tape over the outside to keep the epoxy from leaking out while you're spreading.
