tilt steering won’t lock in place

I just purchased a 2005 New Holland LB75B backhoe and I can't lock in the tilt steering, just keeps flopping. Had a much older backhoe before so this is all new to me, I assume the pedal underneath is suppose to lock it in place but that does not work
