(Mainichi) A crane fell down in western Tokyo on Wednesday morning after being blown over by strong winds, leaving two workers injured, one seriously, police said. At around 9 a.m., rescue workers received an emergency call reporting that a crane fell down at a construction site in Hachioji, western Tokyo. The crane's arm hit an 18-year-old worker, seriously injuring him, while its 45-year-old operator suffered minor wounds, local police said. A worker who was at the site when the accident occurred said it fell down after being blown over by strong winds. The operator of the crane was turning the vehicle around while lifting up a steel plate weighing about 250 kilograms when the vehicle was blown over by a gust of wind. Wind speeds reached 26 meters per second in Hachioji at 9:13 a.m. as a low atmospheric pressure system above the Sea of Japan approached the Japanese archipelago.

Its common and serves due diligence to have the out rigger's extended and not set,,jacks just clear of the ground , to move the crane .. It has happened in the past that an operator got multi-tasking and only set the in-board outriggers and forgot to set the out-board outrigger's and got going around only to fall over ..Its possable that this may have been that situation .... Thats a huge amount of boom ..unless its with in the chart to do that on rubber Is there any more info ..it appears that may be a Zoomlion crane ..an early model by about 5years .. http://www.zoomlioncn.cn/index.asp
